Yang Miaomiao suggested that the relevant state departments should further strengthen the overall coordination and help guidance for the high-quality development of the Huaihe River Basin, take the lead in establishing a regional integration development deliberation and coordination mechanism, and regularly promote the formulation of major regional plans, the construction of major facilities, the development of key urban agglomerations, etc., and incorporate major infrastructure projects such as the railway along the Huaihe River, the expressway along the Huaihe River, and the construction of high-grade waterway along the Huaihe River into the national tenth five-year plan or related special plans, and start construction as soon as possible.

The Opinions on Further Strengthening the Control of Plastic Pollution issued by the National Development and Reform Commission and the Ministry of Ecology and Environment in 2020 clearly prohibited and restricted the production, sale and use of some plastic products, and put forward the promotion and application of alternative products and models. Yang Miaomiao said that this not only improved the ecological environment, but also greatly promoted the development and production technology of degradable materials in China.

"At present, biodegradable materials technology is mainly divided into two categories: petroleum-based and bio-based. Compared with petroleum-based, bio-based biodegradable materials have a slightly higher cost, but they have natural advantages in terms of sustainability of raw materials and getting rid of dependence on imported resources. The industrial prospects are broad and the market potential is huge." Yang Miaomiao said that in recent years, Bengbu City has successfully opened up key technologies and special equipment manufacturing technologies in the whole industrial chain, such as lactic acid bacteria breeding, fermentation control, separation and purification, polymerization reaction and downstream application and development of polylactic acid, forming an annual production capacity of 400,000 tons of biodegradable materials such as polylactic acid, and the biodegradable tableware produced in Bengbu was unveiled at the Beijing Winter Olympics and Winter Paralympics. However, at present, there are still some problems, such as the policy support needs to be strengthened, the laws and standards for banning plastics are not strict, the application cost is relatively increased, and the market promotion is not strong.

Yang Miaomiao suggested increasing policy support for bio-based new materials industry. For biodegradable material production enterprises whose production scale has reached a certain standard or whose technology research and development has made a breakthrough, appropriate financial funds will be awarded to reduce their costs and improve their production enthusiasm. It is suggested to set up a special research fund to focus on solving the problems of high cost and unstable performance of biodegradable materials and improve the competitiveness of products. In addition, it is suggested to improve the laws and standards of plastic prohibition, plastic limitation and plastic reduction, establish the use norms of plastic products at the national level, and gradually limit the use scope of traditional non-degradable plastics.
