Phoenix Island National Wetland Park, established in 2002, is located in the "Seven Rivers and Eight Islands" of the Huaihe River into the Beijing-Hangzhou Grand Canal and the water protection zone of the east route of South-to-North Water Transfer Project, with a total area of about 2.25 square kilometers. The scenic area is rich in ecological resources, which is called the "green lung" of Yangzhou and the back garden of the city. After 19 years of wind and rain, the internal facilities of the scenic spot are gradually aging. In 2020, after successfully passing the resource value evaluation of 4A-level tourist attractions, the renovation of Phoenix Island was put on the agenda.

Jinwan Dam in the scenic spot, as a world-class water conservancy project site, has been in a state of ruins before the renovation. Considering that Jinwan Dam was once the "Royal Wharf" of Emperor Qianlong’s southern tour, the story of the humanistic river and hidden canals behind it is worth exploring. Chen Hao restored the "Royal Wharf" under the background of respecting historical facts. In the future, the scenic spot will also create many scenes on the Jinwan Dam to show the prosperity of ancient canal culture.
