State system is the basic basis of state governance, and state governance is the concentrated expression of state system and its execution ability. The two are both external and internal and influence each other. After the outbreak of the COVID-19 epidemic, the fundamental reason why the prevention and control of the epidemic and the resumption of production in China can be vigorously promoted is that the leadership of the Party and the institutional advantages of Socialism with Chinese characteristics have played an unparalleled and important role. At present, the unstable and uncertain factors in the international economic and political situation have increased significantly. To fight a strategic initiative to turn danger into opportunity and ensure the realization of the goal of "two hundred years", we must not only consolidate and give play to the existing institutional advantages, but also transform them into governance efficiency. At the same time, we must continue to strengthen and expand our institutional advantages, enhance institutional competitiveness, and continuously promote the coordinated improvement of institutional advantages and governance efficiency by improving governance practices and enhancing governance efficiency.
1. Strengthening institutional advantages is the premise of improving governance efficiency.
National system is the key to a country’s long-term development performance, and institutional factors can explain the huge differences in economic growth rates between countries. Because a good national system can effectively regulate people’s economic behavior and social economic order, can fully provide effective incentives for technological innovation, greatly reduce the transaction cost of economic operation, and improve the efficiency of resource allocation and the effectiveness of national governance.
Over the past 70 years since the founding of New China, especially over the past 40 years of reform and opening up, our party has led the people to create amazing miracles of rapid economic development and long-term social stability that have attracted worldwide attention. The Chinese nation has ushered in a great leap from standing up, becoming rich and becoming strong, which fully proves that the Socialism with Chinese characteristics system is a feasible, practical and efficient system. The key to our unique and effective "China Governance" is that we have the "China Governance" with advanced connotation and obvious advantages. The Fourth Plenary Session of the 19th CPC Central Committee clearly pointed out that China’s national system has obvious advantages in 13 aspects, such as adhering to the centralized and unified leadership of the party, insisting that the people are the masters of the country, and persisting in governing the country according to law. This epidemic prevention and control once again fully demonstrated our institutional advantages.
General Secretary of the Supreme Leader pointed out that "institutional advantage is the greatest advantage of a country, and institutional competition is the most fundamental competition among countries. If the system is stable, the country will be stable. " Facing the future, we should not only firmly believe that Socialism with Chinese characteristics system is the fundamental guarantee for the development and progress of contemporary China, but also an advanced system with China characteristics, obvious advantages and strong self-improvement ability. We must continue to uphold and consolidate this system and give full play to its obvious advantages. At the same time, we should be soberly aware that compared with China’s economic and social development and the requirements of the people, compared with the various risks and challenges we face, compared with the arduous task of realizing long-term stability and comprehensive modernization of the country, our system is still insufficient and not fully mature. Only by continuously promoting comprehensive and deepening reforms, further enhancing the ability to guard against and resist the COVID-19 epidemic and its secondary risks and challenges, and promoting the Socialism with Chinese characteristics system to be more mature, stereotyped, perfect and consolidated, can we further consolidate and expand the institutional advantages and provide a strong guarantee for the improvement of national governance efficiency.
2. Improving governance efficiency is the basis of strengthening institutional advantages.
General Secretary of the Supreme Leader pointed out during the 17th collective study in the 19th the Political Bureau of the Central Committee that "whether a social system is scientific or advanced depends mainly on whether it conforms to the national conditions, whether it works effectively and whether it is supported by the people". In other words, whether a system is good or not can be consolidated and improved, not by how perfect its overall design is, but by whether it can bring tangible benefits to the country and people where it is located, and by what role it plays in promoting development, improving people’s livelihood, maintaining order and promoting harmony. It can be said that state governance and its efficiency improvement are the important foundation for the survival of the state system and the enhancement of its advantages. The level of governance efficiency is directly related to the persistence and improvement of Socialism with Chinese characteristics’s fundamental system, basic system and important system.
According to the development law of human society, the founder of scientific socialism scientifically revealed the historical trend of socialism replacing capitalism, and outlined the basic characteristics of the future social and economic system, including social possession of means of production, central planning to regulate social production, distribution according to work and distribution according to needs. After the founding of New China, after nearly 30 years of development, China has gradually established an independent and relatively complete industrial system and national economic system, laying a good industrial foundation, especially the foundation of heavy industry. However, the one-sided pursuit of the single ownership model of "one big, two big and three pure" makes the advantages of the socialist system not fully exerted. Since the reform and opening up, practice has become the only criterion to test the truth. A series of specific practices, such as the household contract responsibility system, which have been proved to be effective by practice, have been continuously raised to the national institutional norms, and the socialist basic economic system with obvious advantages, including the three systems, has been gradually established and improved. The prevention and control of the epidemic and the resumption of work and production can be vigorously promoted, which fully demonstrates once again that the remarkable advantages of the socialist basic economic system can be truly transformed into remarkable governance efficiency, and can fully gather the positive effects of various subjects such as the public economy and the non-public economy, as well as the government, market and society in dealing with major exogenous shocks, which will certainly provide a practical basis for further enhancing the remarkable advantages of the socialist basic economic system.
The vitality of the system lies in implementation and efficiency. To improve the governance efficiency of our country, we must strengthen the implementation of the system by promoting comprehensive and deepening reforms. Based on whether the governance efficiency can be improved, on the one hand, we can perfect and finalize the institutional arrangements that are feasible, practical and efficient, so as to better demonstrate and enhance our institutional advantages; On the other hand, we can transform those institutional arrangements that are not feasible, useless, inefficient, vacant, idling or even out of order to effectively expand and give play to our institutional advantages.
3. Deepening reform in an all-round way is the key to promote the coordinated improvement of institutional advantages and governance efficiency.
"If the trend of the world is not prosperous, it will decline. If the rule of the world does not advance, it will retreat." Today, the world is experiencing a great change that has never happened in a hundred years, and China is in a critical period to realize the great rejuvenation of the Chinese nation. We must conform to the trend of the times, adapt to the changes of major contradictions in our society, and strive to promote the coordinated improvement of China’s institutional advantages and governance efficiency. To this end, we must continue to deepen the reform of institutional mechanisms in all fields, make greater efforts to uphold and improve the Socialism with Chinese characteristics system, promote the modernization of the national governance system and governance capacity, highlight the fundamental system, basic system and important system that support the Socialism with Chinese characteristics system, focus on consolidating the foundation, promoting advantages, supplementing shortcomings and strengths, and building a systematic, scientific, standardized and effective institutional system. At the same time, we must strengthen system governance, legal governance, comprehensive governance and source governance.
To promote comprehensive and deepening reform and promote the coordinated improvement of institutional advantages and governance efficiency, we must put institutional construction in a more important position. While maintaining the stability and continuity of Socialism with Chinese characteristics’s system and national governance system, we should pay close attention to formulating the system urgently needed for the modernization of national governance system and governance capacity and the system necessary to meet people’s new expectations for a better life. The Third Plenary Session of the 18th CPC Central Committee introduced 336 major reform measures, which have not been completed yet. We must highlight the main line of system construction. We should not only continue to uphold and improve the country’s fundamental system, basic system and important system, but also make efforts to supplement and improve the specific systems that match the above-mentioned systems. We must also resolutely reform the outdated and "marginal effect weakening" institutional arrangements, push all aspects of the system closer to being more mature, more stereotyped and more perfect, and optimize the institutional structure. At the same time, efforts must be made to improve the systematicness, integrity and synergy of reform, coordinate top-level design and hierarchical docking, coordinate system reform and system operation, so that various reform measures and institutional arrangements complement each other and form an overall effect, and continue to promote the timely rise of various reform measures into more synergistic institutional achievements, and continue to promote the systematic integration of institutional achievements into more significant institutional advantages, and continue to promote the effective transformation of institutional advantages into more efficient governance efficiency, and continuously improve the modernization level of national governance.
To promote comprehensive and deepening reform and promote the coordinated improvement of institutional advantages and governance efficiency, we must take improving governance practice as an important task. System is the norm, and governance is the behavior. The synergistic promotion of institutional advantages and governance efficiency must rely on the continuous improvement of governance practice. First of all, constantly improve the governance methods. Promote integrated governance in economic, political, cultural, social, ecological, military, diplomatic and other fields, and strengthen systematic governance; Standardize governance behaviors and activities in all fields and at all levels according to law, and strengthen governance according to law; Construct a governance pattern of benign interaction between government and society, multi-subjects participating together and comprehensive application of various methods, and strengthen comprehensive governance; Strengthen the "targeted governance" of problem-oriented and precise policy, and strengthen the source governance. Secondly, strengthen the construction of cadres, and take improving governance ability as a major task in the construction of cadres in the new era. Adhere to the principle that the Party is in charge of cadres, take the system execution and governance capacity as the important basis for the selection, appointment, assessment and evaluation of cadres, and improve the ability of leading cadres to effectively deal with all kinds of major emergencies by strengthening ideological tempering, political experience, practical training and professional training, and improve the level of scientific, democratic and legal governance.
The synergistic improvement of institutional advantages and governance efficiency is not only a process of improving institutional system, but also a process of improving governance capacity. General Secretary of the Supreme Leader pointed out, "We have embarked on the successful road of building Socialism with Chinese characteristics’s system. As long as we continue along this road, we will certainly be able to modernize the national governance system and governance capacity.". We must focus on the overall goal of "upholding and improving Socialism with Chinese characteristics’s system and promoting the modernization of national governance system and governance capacity", constantly deepen reform in an all-round way, bravely promote theoretical innovation, practical innovation, institutional innovation and other aspects of innovation, comprehensively enhance national governance capacity and improve governance practice, realize the same-frequency resonance between institutional advantages and governance efficiency, and strive to promote the continuous improvement and development of Socialism with Chinese characteristics’s institutional system and governance system, showing more significant institutional advantages and governance efficiency.
