What are the new changes and regulations in the college entrance examination policy in 2023?

The reporter noted that since the middle and late October, all localities have successively started the registration of the 2023 college entrance examination. As of November 2, online registration in Fujian, Sichuan, Shanghai, Anhui and other places has ended, and college entrance examination registration in Beijing, Chongqing, Tianjin, Guangxi, Gansu and other places is in progress. Online registration for the 2023 college entrance examination in most provinces will end this month.
The registration process of college entrance examination published in many places generally includes the preliminary examination of registration qualification, online declaration, on-site confirmation, online payment and other links, and candidates need to complete the registration procedures within the specified time. For candidates who have not registered for the college entrance examination, Shanghai, Jiangxi, Sichuan, Guangxi and other places will organize supplementary registration. Guangxi also mentioned that candidates who missed the official registration time due to special circumstances such as epidemic isolation can apply for re-registration. However, Tianjin, Inner Mongolia, Hebei, Hubei and other places have made it clear that no supplementary registration will be arranged after the deadline.
At present, affected by the spread of epidemics in many places, some provinces have also adopted online and offline combination and agent registration. For example, Anhui issued a reminder that candidates who are unable to return to the college entrance examination on time due to the epidemic situation can be entrusted by the admissions examination institution where the candidates are enrolled to handle the registration procedures on their behalf.
From 2023, these candidates no longer have the qualifications for the three special programs.
In 2012, China began to implement special enrollment plans for rural and poverty-stricken areas, including national special plans, university special plans and local special plans. The subordinate universities and provincial key universities put special enrollment indicators for students in poverty-stricken areas and rural areas.
In this regard, there are also relevant registration regulations in various places. For example, Gansu mentioned that such candidates must return to the county (city, district) where their household registration is located, and the household registration, student status and actual place of study of candidates for national and university programs shall implement the "three unifications" policy in the same county (city, district) in the region. Yunnan also requires in the application notice that candidates who apply for national special, local special and college special qualifications must ensure that their household registration, student status, registration and actual place of study are in the same county (city, district) in the implementation area.
In addition, according to the relevant regulations of the Ministry of Education, starting from the college entrance examination in 2023, candidates who abandoned their admission qualifications or dropped out of school after being admitted to national special programs, university special programs and local special programs in previous years no longer have the qualifications for the above three special programs.
Special types of enrollment welcome new changes
For a long time, special types of enrollment such as art and sports have attracted much attention. In recent years, there have been many new changes in special types of enrollment in colleges and universities.
In 2021, the General Office of the Ministry of Education issued the "Notice on Doing a Good Job in Some Special Types of Enrollment in Ordinary Colleges and Universities in 2022", requiring colleges and universities to further reduce the professional scope of art school examinations and gradually improve the requirements for admission of cultural courses.
According to the regulations of the Ministry of Education, from 2024 onwards, high-level art troupes in colleges and universities will no longer be selected from the enrollment process of colleges and universities, but will be selected and trained by relevant colleges and universities from the students. In other words, the college entrance examination in 2023 will be the last year for high-level art troupes in colleges and universities to be selected from the enrollment process in colleges and universities.
In 2021, the Ministry of Education and the State Sports General Administration also issued "Guiding Opinions on Further Improving and Standardizing the Examination Enrollment of High-level Sports Teams in Colleges and Universities", requiring that from 2024, all the cultural examination scores of candidates of high-level sports teams will use the national unified college entrance examination results. Professional tests are all included in the national unified examination, which is organized and implemented by the State Sports General Administration, and colleges and universities no longer organize relevant school examinations.
Among them, the "world-class university building university" that recruits high-level sports teams must meet the minimum control score of undergraduate admission in the source province; Other colleges and universities require candidates’ college entrance examination scores to reach 80% of the minimum control score for undergraduate admission in the province of origin.
Strictly guard against "college entrance examination immigrants"
Maintaining fairness and justice has always been the top priority of the college entrance examination. In this regard, various policies and measures have been introduced in various places to prevent "college entrance examination immigrants", favoritism and fraud.
For example, Tianjin requires that candidates who violate the rules such as hanging up their school status and being absent from school will be resolutely retired. Inner Mongolia, on the other hand, requested in the notice of application that the household registration of candidates who have changed for less than three years and whose household registration has moved from outside the region and is suspected of "college entrance examination immigration" should be reviewed emphatically.
In addition, Inner Mongolia also requires that candidates who provide false personal information, obtain registration qualifications with false registration materials, do not meet the registration conditions but complete formal registration and verification, such as "college entrance examination immigrants", should be disqualified from registration and examination, those who are verified after the examination should be disqualified from the college entrance examination, those who are verified after admission should be disqualified from admission, and those who have already enrolled should be disqualified from taking part in various national education examinations for 1-3 years, depending on the seriousness of the case.
