Improve the ability of investigation and research in the new era
General Secretary of the Supreme Leader pointed out that investigation and research is the heirloom of our party and the basic skill of doing all the work well. Investigation and research are the basis of seeking something and the way to accomplish it. Without investigation, there is no right to speak, and without investigation, there is no decision-making power. The Central Committee of the Communist Party of China has decided to carry out investigation and research in the whole party as an important part of the theme education of the whole party, and make careful arrangements for doing a good job in investigation and research in the new era. Hunan Provincial Party Committee has fully implemented the deployment requirements of the CPC Central Committee, solidly organized and carried out the activities of "going to the grassroots level, finding problems, finding ways and promoting development", and urged party organizations at all levels in the province and the vast number of party member and cadres to consciously carry forward the fine traditions, so as to better enhance their skills, solve problems and promote their work in the practice of Daxing investigation and research.
First, take the mass line and go deep into the grassroots.
General Secretary of the Supreme Leader pointed out that "to carry out investigation and research is to follow the mass line". Only through in-depth investigation and study of the masses can we really find out the problems faced by the masses, reflect their opinions and sum up the experience created by the masses, and then we can get a correct understanding and make scientific decisions. To do a good job in investigation and research, we should fully practice the party’s mass line in the new era, dive into the masses, and listen to what the grassroots cadres and the masses think and expect.
Improve the mechanism that cadres often go to the grassroots level. The provincial party committee clearly stipulates that during the theme education, the time for leading cadres in party member to go deep into the grassroots and departments for investigation is not less than 1/3 of the working hours. It is necessary to adhere to the working methods of grass-roots units under the reception of letters and visits, on-site office, investigation and research, and publicity of the Party’s principles and policies, deepen the work of working in party member to enter the community, volunteer service, and help in the village, so as to promote the masses of party member and cadres to feel the situation, solve problems and solve people’s worries. Urge grass-roots party organizations to combine Party Day activities with the theme of "one lesson, one piece, one practice in January", organize party member and cadres to go deep into the masses by means of visits and investigations, and ensure the normalization and long-term effectiveness of the grass-roots units.
Improve the system of contact points for leading cadres. The provincial party committee requires that each standing committee member of the provincial party committee contact one county (city, district) or one grass-roots unit respectively, and make no less than three visits to the contact points during the theme education. At present, the members of provincial, city and county party committees have established 1670 grassroots contact points. Leading cadres in party member at or above the county level in the province should, according to their responsibilities and division of work, adopt the "four noes and two straights" approach, go deep into grass-roots units for casing research and dissecting sparrows, and take the lead in implementing the system of contacting grass-roots party organizations, non-party representatives and service experts.
Carry out visits and return visits by leading cadres. Letters and visits from the masses are "mass work delivered to the door" and "the most urgent investigation and study". It is necessary to guide leading cadres at all levels to take the lead in receiving visits and making appointments, take the lead in going deep into places where there are many contradictions and disputes to carry out case visits, key appointments and home visits, take the lead in reading letters from the masses and online letters and visits, and take the lead in solving outstanding problems that the masses have strongly reflected. Promote leading cadres at or above the county level to arrange at least two visits during the theme education period, understand the voices and demands of the grassroots, actively resolve social contradictions, and promptly correct problems in policy implementation.
Smooth the "network inquiry" platform. Adhere to the online mass line in the new era, make full use of government portals, WeChat WeChat official account, etc., set up columns to solicit online opinions, strengthen the analysis and judgment of netizens’ opinions, actively respond to the demands and suggestions reflected by the masses online, and ask the people about politics, considerations and needs through the Internet, so as to truly realize where public opinion is concentrated and where investigation and research should go. Develop the information reporting system of investigation problems in the whole province, sort out the problems found in the investigation in time, establish a ledger, summarize them at different levels, report them step by step, and make a note of the account and dynamically cancel the number.
Second, practice the spirit of realism and effectively identify problems.
General Secretary of the Supreme Leader has repeatedly stressed that it is necessary to adhere to the problem orientation, focus on the outstanding contradictions and problems facing China’s development, and conduct in-depth investigation and study. The provincial party Committee has sorted out 38 key research contents in 8 categories based on the 12 research contents put forward by the Central Committee of the Standard. It is stipulated that each member of the leading group at or above the county level should lead at least one topic to carry out research. Investigation and research should go straight to the problem, carry out the problem sorting and problem investigation, really find out the situation and identify the problem, and lay the foundation for the right medicine, rectification and upgrading.
Focus on decision-making needs. Investigation is the premise and basis of decision-making. The deeper the investigation, the more scientific the decision-making will be. It is necessary to carry out investigation and research throughout the whole process of decision-making and implementation, insist on investigation before decision-making, and organize solid investigation and research before making major decisions, implementing major strategies, promoting major work, and solving major practical problems. Before the promulgation of important document policies, we should take the form of hearings and argumentation meetings in time to fully listen to the necessity of the promulgation of document policies, grasp the shortcomings and improvement directions of document policies, maximize the scientific and democratic level of decision-making, and ensure that it can stand the test of practice, people and history.
It is difficult to focus on development. Insist on solving difficult problems and promoting high-quality development as an important part of Daxing’s investigation and research, closely focus on the work of stabilizing growth, promoting industries, benefiting people’s livelihood, improving the environment, preventing risks, and ensuring security, aiming at the right medicine, tackling difficulties, and promoting the solution of a number of difficult and blocking problems that affect high-quality development. Adhere to the guidance of classification, and promote all departments in the province to carry out special research around "building a national advanced manufacturing highland", "protecting a river and clear water" and "preventing and resolving government debt risks". Focus on solving the outstanding problems in Party building and organizational work, focus on finding the right entry point in improving the inspection system for political construction, improving the normalized working mechanism for training and selecting outstanding young cadres, encouraging cadres to take responsibility, and strengthening party building in new formats and new employment groups, and carry out in-depth forward-looking countermeasures.
Focus on what the masses expect. It is necessary to take solving the most direct and realistic interests that the people are most concerned about as the direction of investigation and research, spend more time and energy listening to "people’s words" in the fields, watching "fireworks" in the streets and alleys, chatting with the people, making friends, and letting the people open their hearts to talk about changes in temperature and demand. Continue to carry out practical activities for the people, carefully find and solve outstanding problems in education, employment, medical treatment, etc., especially the problem of infringing on the interests of the masses, and truly make the process of investigation and research a process of solving worries for the people and rallying people’s hearts.
Third, use scientific methods to accurately propose countermeasures.
General Secretary of the Supreme Leader stressed that it is necessary to learn and master the correct methods and strive to improve the level and effectiveness of investigation and research. To carry out investigation and study, if you don’t master scientific methods, it will be difficult to find out the problems, find the right laws and put forward the countermeasures. We should always adhere to the scientific guidance of the Party’s innovation theory, make good use of Marxist standpoints and methods that run through it, comprehensively adopt various scientific and effective research methods and means, and constantly study new situations, solve new problems, sum up new experiences and explore new laws.
In-depth analysis and research. Investigation and research are both "tuning" and "researching", and both are indispensable. We must resolutely avoid "tuning" without "researching" and "only taking the pulse without prescribing the prescription". We should pay attention to the comprehensive use of classification, comparison, statistical analysis, contradiction analysis, mathematical model and other methods to conduct a comprehensive and in-depth analysis of the investigation, attach importance to both qualitative analysis and quantitative analysis, and effectively systematize the scattered understanding and deepen the superficial understanding. Keep pace with the times and use modern information technologies such as the Internet, big data and cloud computing to improve the breadth and accuracy of research. Especially for those universal and institutional problems, involving deep-seated key issues of reform, development and stability, outstanding problems of patrol inspection, supervision and inspection feedback, as well as difficult problems and persistent diseases, we should thoroughly study, identify the root causes and crux, and put forward pragmatic and effective countermeasures.
Good at brainstorming. Opening the door to ask questions and opening the way is the proper attitude and effective method to do a good job in investigation and research. We should put down our posture, be willing to be "primary school students", consciously worship the masses as teachers, take the initiative to ask for advice from the people, and draw on the wisdom of the masses. Pay attention to the advantages of universities, research institutes and think tanks, strengthen forward-looking strategic research, and improve the effectiveness of solving problems. Broaden your horizons, learn about effective practices in related fields in other regions through multiple channels, and actively learn from useful experiences. Pay attention to listening to opinions and suggestions from all sides, gather the wisdom of all people, and strive to make countermeasures and suggestions more targeted and effective. On this basis, conduct special research and analysis, and formulate ideas, methods and policy measures to solve problems and promote work.
The system is precise. Investigation and research is a systematic project, involving all aspects of work. We should carry out the concept of system throughout the investigation and study, especially put forward countermeasures to grasp the relationship between the overall situation and the local, the present and the long-term, the macro and micro, the main contradiction and the secondary contradiction, and pay attention to systematicness, synergy and compatibility. Give full play to the role of co-ordination, actively unite relevant departments and institutions to jointly lead tasks, jointly include them in the list, and jointly issue policies, make good use of the resource advantages, platform advantages and professional advantages of various departments, focus on key points, set priorities and classify advantages and disadvantages, and form the best scheme of policy combination. When prescribing "prescriptions", different solutions are put forward according to the different needs of different subjects.
Fourth, highlight the practice orientation and promote the normal and long-term effect
The General Secretary of the Supreme Leader stressed that investigation and research should pay attention to actual results and prevent research for investigation’s sake. How to measure the effect of research depends on whether the countermeasures are implemented, whether the problems are solved and whether the work is improved. To carry out investigation and study, we must pay attention to seeking practical results and becoming normal, and resolutely prevent formalism and bureaucracy.
Construct a normal mechanism. Timely summarize and refine the effective practices and successful experiences of investigation and research, improve the long-term mechanism of investigation and research, and make investigation and research become the regular work of cadres in party member. During his term of office, the secretary of the Municipal Party Committee will travel to the towns and counties (cities, districts) under the jurisdiction of the city and state, and the secretary of the county (city, district) will travel to the villages under the jurisdiction of the county. Taking Daxing’s investigation and research work as an important part of annual assessment, performance assessment and grass-roots party building debriefing assessment, and as an important reference for leading cadres to evaluate and promote their use, it has become a common practice to promote investigation and research.
Transform results in time. Do a good job in the "second half of the article" of research, focus on promoting the application of research, and avoid the research results "lying on paper" and "shelved". In-depth summary and promotion of new explorations, new creations, good practices and good experiences from the front line, the establishment of a list of transformation and application of research results, the cracking of overall and universal problems should be transformed into policy measures, and the cracking of emerging and tendentious problems should be transformed into preventive measures, so as to carry out a survey, solve a problem and form a set of mechanisms. The Organization Department of Hunan Provincial Party Committee listed 27 key research topics, such as "doing the work of representing villagers (residents)" and "improving the quality of Party Day activities with the theme of" one lesson, one piece, one practice in January ".Members of the ministerial committee and various offices took the initiative to lead the topics, and held a research exchange meeting every two months to timely turn the research results into effective measures to promote the high-quality development of organizational work.
Closed-loop implementation. Establish a list and closed-loop working mechanism, and form a problem list, a responsibility list and a task list for the problems reflected and found in the investigation, and list the solutions, responsible units, responsible persons and completion time one by one. For those that can be solved in a short period of time, we will set up a reform, do it right away, and do it well. For those that are difficult to solve for a while and need to be continuously promoted, we should keep a close eye on them and grasp them to the end in order to achieve phased results in a certain period of time. For problems involving multiple regions or departments and units, it is linked up and down to promote the overall solution. Strengthen tracking, supervision and efficiency, and pay regular return visits to research objects and problem solving, so as to ensure that the decision-making arrangements of the CPC Central Committee and the work requirements of the provincial party committee are truly implemented and effective.
