Inspection report on law enforcement of renewable energy law: the cumulative installed capacity of hydropower, wind power and photovoltaic power generation in China ranks first in the world.
CCTV News:The 15th meeting of the 13th the National People’s Congress Standing Committee (NPCSC) heard a report on the inspection of the implementation of People’s Republic of China (PRC) Renewable Energy Law on 24th. The report pointed out that since the promulgation and implementation of the Renewable Energy Law on January 1, 2006, the scale of renewable energy development and utilization in China has been significantly expanded, and the level of technology and equipment has been continuously improved. However, there are still problems such as insufficient overall coordination, inadequate implementation and weak supervision.
It is found that the cumulative installed capacity of hydropower, wind power and photovoltaic power generation in China ranks first in the world. In 2018, the national renewable energy power generation was 1,867 billion kWh, accounting for 26.7% of the total power generation, an increase of 10.6 percentage points over 2005. However, there are still some problems in the implementation of some institutional provisions of the renewable energy law, such as insufficient coordination and inadequate implementation.
During the inspection, it is found that the renewable energy planning at all levels is not connected enough, the national development goals and planning are not binding, and the scale, layout and speed of local construction are inconsistent with the scale of superiors. In some places, power grid construction lags behind the development of renewable energy, and transmission channels are insufficient. Influenced by many factors, the abandonment rate of electricity in some local areas is still high, and the problem of renewable energy consumption still needs attention. The implementation of the full-guaranteed acquisition system in individual provinces is not in place. In addition, there are still some problems such as insufficient convergence of fiscal, taxation, land and environmental protection policies, and the research and development and application of renewable energy technologies still need to be strengthened.
