China’s intellectual property insurance business has exceeded 100 billion.

  ◎ Our reporter Cao Xiuying

By the end of 2022, the national intellectual property insurance business has provided more than 110 billion yuan of risk protection for more than 46,000 patents, trademarks, geographical indications and integrated circuit layout designs of more than 28,000 enterprises. The first White Paper on the Development of Intellectual Property Insurance in China (2022) released on February 8th (hereinafter referred to as the White Paper) shows the transcripts of intellectual property insurance in China.

Intellectual property insurance refers to the insurance that the insurer undertakes to pay compensation for the economic losses caused by insurance accidents when the insured carries out intellectual property activities such as the creation, protection, application, management and service of intellectual property rights. Bai Jianfeng, director of China National Intellectual Property Administration Intellectual Property Development Research Center, said that China has started to explore patent insurance related work since 2011, and intellectual property insurance has been developing continuously. In 2015, the Central Committee of the Communist Party of China and the State Council issued "Several Opinions on Deepening the Reform of System and Mechanism and Accelerating the Implementation of Innovation-Driven Development Strategy", and put forward the deployment requirements of "accelerating the development of science and technology insurance and promoting the pilot of patent insurance" in the central document for the first time. Subsequently, various intellectual property insurance policies were continuously introduced, which greatly promoted the development of intellectual property insurance.

The white paper jointly issued by China National Intellectual Property Administration Intellectual Property Development Research Center and China People’s Property Insurance Co., Ltd. points out that China’s intellectual property insurance has covered almost all types of intellectual property, such as patents, trademarks, copyrights, geographical indications, layout design of integrated circuits, new plant varieties and trade secrets, covering all aspects of intellectual property creation, protection and application.

Jiang Caishi, vice president of PICC P&C Insurance in China, said that China’s intellectual property insurance provides risk protection for specialized and new enterprises, enriches channels for the transformation and application of intellectual property, and promotes the innovation ability of SMEs.

At the same time, the development of intellectual property insurance in China is also facing some challenges.

Hu Junjian, deputy director of China National Intellectual Property Administration Intellectual Property Development Research Center, analyzed that intellectual property is an intangible asset. Compared with tangible assets, the evaluation and disposal of intangible assets are more difficult and the potential risks are more uncertain. Compared with other intangible assets, the influencing factors of intellectual property value fluctuation are more diverse, including not only the technicality of intellectual property itself, but also industrial development, scientific and technological evolution, international trends and other factors, which are highly dependent on the intellectual property operation ability and external environment of the innovation subject. Therefore, the evaluation of intellectual property rights is more complicated than the evaluation of tangible assets, which requires more appraisers and needs more and richer data and information analysis support.

At the specific operational level, insurance companies also need to bear a higher "duty of care" than general property insurance in the process of product design and insurance review, and the risk of adverse selection is high. Developers need to accurately identify the potential value of intellectual property rights, realize the benefits of intellectual property rights transformation and application, and organically integrate intellectual property rights with insurance products, which puts forward higher requirements for insurance companies’ risk review and professional talent reserve.

Hu Junjian said that influenced by these factors, intellectual property rights can be used as the object of financial products, which requires higher quality and transformation value of intellectual property rights. Although the quality of intellectual property creation in China is constantly improving, there are still a large number of small and medium-sized enterprises whose intellectual property management is not standardized, and the value of intellectual property has not been fully stimulated and transformed. Judging from the current practice of intellectual property insurance, the coverage of all kinds of intellectual property insurance products still needs to be further expanded. Many market participants still don’t understand the role and significance of intellectual property insurance, and they are still used to adopting traditional risk retention methods, which limits the development of intellectual property insurance to some extent.

In view of these problems, the white paper suggests that we should constantly improve the working mechanism, innovate working methods, optimize risk prevention and control, and enrich insurance products and services. It is necessary to strengthen the coordination among all parties and strive to build a full-process service system for intellectual property insurance with inclusive attributes. It is necessary to continue to deepen the exploration of intellectual property value evaluation and improve the evaluation method and risk prevention and control level of intellectual property value. It is necessary to strengthen the capacity building of intellectual property insurance professional teams and institutions, carry out in-depth research and analysis of key needs and difficult issues, and promote the deeper integration and development of intellectual property and finance.

Check the duplication of dissertations: I bought the "weight reduction service" paper and copied it correctly.

Check the duplication of dissertations: I bought the "weight reduction service" and copied the thesis correctly.

"Guard against gentlemen and not against villains" leads to "those who abide by the norms dare not cite them reasonably, while those who ignore the norms copy them in other ways"

As the graduation season approaches, many college graduates begin to worry about the repetition rate of dissertations.

After the first duplicate check, Tanyuan, a fresh graduate of a southwest university, found that the repetition rate of his graduation thesis was much higher than the school standard. Then, he reduced the weight of the paper according to the method in the weight reduction experience post. When he encountered a technical term that could not be relayed, he deleted that sentence directly. After two weight reductions, Tanyuan successfully reduced the repetition rate of his graduation thesis to 10%, and successfully passed the examination of the school.

According to the reporter’s investigation, it has become a common phenomenon for graduates to use various techniques to reduce the weight of papers according to the label in the duplicate check report, "delete when they see red, and change when they see yellow". What’s more, they will directly purchase the weight reduction service in order to make the repetition rate of the paper reach the standard.

Check the weight, the price rises.

In early March, Wang Benben, a fresh master’s graduate from a university in Southwest China, received a notice from the school requesting to upload his dissertation for preliminary examination. In order to ensure the smooth passage, she and another classmate combined their papers into one, and then bought a duplicate checking service online.

Wang Benben introduced that in order not to be discovered by the system, they adjusted the structure of the paper and removed all the titles that could be removed. "We spent a total of 180 yuan, 90 yuan each." She added, "It’s too expensive to check the weight. It’s done to save money."

The reporter learned that although the university where Wang Benben is located does not explicitly require students to check their own duplicates before submitting their papers, they must ensure that the repetition rate is less than 20%. To be on the safe side, most students will check themselves first, and then reduce the weight according to the check report, and then submit it to the school for review.

Although the price of degree thesis checking has risen sharply, graduates often dare to be angry and dare not speak.

Gion told the reporter that he had purchased duplicate checking service for undergraduate dissertations twice in the school’s print shop, with a price of 198 yuan each time. When I went to print documents recently, I found that the duplicate checking service had increased to 228 yuan each time.

On April 27th, the reporter searched on the e-commerce platform and found that the price of duplicate checking service for master’s dissertations was generally around 500 yuan, and the most expensive one was 1,800 yuan. According to the customer service of one of the education franchise stores, the duplicate checking service of 1,800 yuan can provide four reports and support the verification and elimination of published documents.

The reporter looked through the examination method of academic norms for dissertations in a university of political science and law and found that students whose repetition rate of dissertations exceeds 10% will be postponed or disqualified from applying for a degree.

Respondents admitted that the number of duplicate checking provided by the school was very small, and they were worried that the excessive repetition rate would affect the submission of papers, which was the main reason for them to rush to buy duplicate checking services.

At present, although domestic universities will focus on duplicate checking of dissertations, the results are often decisive. According to the customer service of HowNet, the academic misconduct detection system is a serious management tool, which only provides services to institutions and is not open to individuals. To this end, students who need to check the duplicate of papers can only purchase duplicate checking services through other channels.

According to the statistics of reporters, the monthly sales volume of duplicate checking services basically exceeds 2000 times, and some even reach tens of thousands of times. Based on this calculation, the monthly turnover of some businesses operating duplicate checking services on e-commerce platforms can reach several million yuan.

Secretly buy paid weight reduction service

In fact, businesses that operate weight checking services on e-commerce platforms secretly provide paid weight reduction services.

In order not to be discovered by the platform, these merchants did not put it in the window, but drained it to their personal accounts before trading.

When the reporter asked about the price of paid weight reduction service as a fresh graduate, many practitioners said that they would charge according to the students’ requirements on the delivery time and repetition rate and the number of repeated words in the original paper.

A practitioner said that it costs 1,800 yuan to reduce the weight of a paper with a total number of 50,839 words and a repetition rate of 17.9% to less than 10%. "This price package will be checked after weight reduction, and if it is not included, 400 yuan can be given a discount."

"We were changed by teachers, not machines." A contact person of an educational franchise store providing this service introduced. However, when the reporter asked whether the college teacher was responsible for weight reduction, the contact person said, "Don’t worry about the quality of weight reduction, and don’t ask much about others."

In addition to purchasing weight reduction services, some graduates will also take some skills to reduce their own weight.

Many interviewees reported that after they bought the duplicate checking service online, the merchants would not only provide the duplicate checking report, but also give them a "guide to weight reduction" to explain the duplicate checking rules and skills.

Looking through a "guide to weight reduction" provided by the interviewee, the reporter found that these weight reduction techniques mainly include synonymous substitution of keywords, sentence transformation, paragraph segmentation, semantic reporting, deletion of repeated parts and English-Chinese translation.

Because the duplicate checking system can’t recognize pictures, in 2020, when a university in Southwest China held the defense of graduate thesis, the teachers who participated in the defense found that a classmate inserted text screenshots into the thesis in order to reduce the repetition rate. Finally, the student was convicted of cheating and postponed his defense.

Respondents such as Li Jia, a graduate student in a university in Beijing, believe that the frequent phenomenon of manuscript washing of dissertations has something to do with some universities’ emphasis on low repetition rate, which determines whether students can graduate smoothly. "In order to meet the standards of the school, the paper may be changed beyond recognition." Li Jia said.

Liu, dean of a college in a southwest university, said that in the university where he works, students with excessive repetition rate in previous years have another chance to correct before leaving school. Starting from this year, graduation will be delayed depending on the situation, and may even be impossible.

"We must resolutely resist this kind of behavior of reducing weight through technical means or skills, and schools should let students realize the mistake of this practice." Zeng Yi, a doctoral supervisor at a university in Beijing, said.

Some interviewees also pointed out that buying papers online for duplicate checking may bring risks in intellectual property rights. "Some graduate students are at the forefront of research, and some are even classified. It is very risky to buy duplicate checking services online." Feng Xu, a doctoral student in a university in Beijing.

Paper review can’t focus on weight first.

In fact, since the duplicate checking system of dissertations was implemented in domestic universities, there has been a debate about it.

Some scholars believe that the implementation of duplicate checking system for dissertations and low repetition rate in colleges and universities are sticking to the bottom line of preventing academic misconduct.

"If you can’t even keep the bottom line of not copying, then students simply don’t write their graduation thesis." Zhuang Quan, an associate professor at a university in southwest China, said that the root of students’ fear of duplicate checking is that universities have not cultivated students’ scientific research ability and academic ethics, and students have not written their papers carefully.

However, some scholars have pointed out that it is actually a lazy political behavior for colleges and universities to rely too much on technical means when evaluating dissertations.

According to many interviewed scholars, at present, the repetition rate has almost become the only standard in the initial stage of dissertation.

According to the staff of the Graduate Quality Supervision Office of a graduate school in a university in Beijing, there are several master and doctoral graduates in this school every year, and their graduation is postponed due to the excessive repetition rate of papers.

In the view of scholars such as Zeng Yi, the mechanism of relying on repetition rate to decide whether a dissertation can be submitted for trial or participated in defense needs to be improved.

"Innovative topic selection and its value to scientific and social development are the most important criteria for evaluating the quality of papers, and repetition rate is only one of the auditing criteria." Zeng Yi said.

Both sides of the debate believe that duplicate checking plays a certain role in preventing academic misconduct, but it can’t improve the quality of papers. "Some papers with poor quality or plagiarism can reach the standard after weight reduction." Ceng Lin, a doctoral student at a university in East China, said.

Lu Wei, a scholar, once wrote that duplicate checking is more like a system of "guarding against gentlemen but not villains", which leads to the phenomenon that "those who abide by the norms dare not cite them, and those who ignore them copy them correctly", and even leads to "inferior talents drive out excellent talents".

Li Yuxiao, a doctoral student in a university in Southwest China, also believes that duplicate checking can’t curb plagiarism, and "people who want to copy will copy by other methods".

Respondents such as Li Yuxiao believe that colleges and universities pay too much attention to repetition rate when evaluating dissertations, which may lead students to follow the repetition rate when writing dissertations, and be forced to reduce quotations or wash manuscripts, and change the classic and repeated famous sayings beyond recognition.

"In order to avoid repetition, it is not conducive to cultivating academic ability to throw away sentences and theories carefully crafted by academic predecessors, or to change them beyond recognition." Guo Xiaoan, doctoral supervisor of Chongqing University, said that deliberately changing the classic sentences of academic predecessors is actually a new kind of academic misconduct. "But this can’t be discovered by technical means, only by artificial means."

Zeng Yi and other scholars stressed that the general direction of opposing academic misconduct is right, and the duplicate checking system cannot be completely abandoned and abolished. However, in practice, we must respect the laws of science, and standardize academic behavior depends on "human factors" after all. They worry that colleges and universities rely too much on technical means when evaluating dissertations, which may violate the original academic intention and even lead to technological alienation.

Respondents suggested that the evaluation of dissertations should be changed from "technology-oriented, assisted by people" to "people-oriented, assisted by technology", and the duplicate checking rate can only be used as a reference data. At the same time, it is necessary to establish a corresponding evaluation system and operation manual for dissertations, and strengthen academic moral education to help students establish the awareness of academic integrity.

The scholars interviewed pointed out that the internationally accepted academic evaluation method is peer evaluation, and the duplicate checking rate should not and cannot be the only standard. (Upon request, some interviewees are pseudonyms) (Reporter Zheng Minghong, Shi Qiangui)

Before the "Eleventh", the scenic spot ushered in a wave of price reduction, but the intensity could be bigger!

CCTV News:Before the Mid-Autumn Festival holiday and the "Eleventh" Golden Week, domestic scenic spots ushered in a wave of ticket price reduction. The National Development and Reform Commission recently revealed that as of August 29th, 314 scenic spots had reduced their prices or planned to reduce their prices, including 121 5A scenic spots and 155 4A scenic spots, which together accounted for nearly 90% of the total scenic spots with reduced prices. According to the statistics of the price reduction ratio, 30 scenic spots are open for free, 29 scenic spots are reduced by more than 30%, and 20%— 30% of 48.

Among the scenic spots that have been reduced in price, the peak season ticket price of Slender West Lake in Yangzhou has been reduced from 150 yuan to 100 yuan, the peak season ticket price of Huashan Scenic Area has been reduced from 180 yuan to 160 yuan, and the peak season ticket price of Laoshan Mountain in Qingdao has been reduced from 245 yuan to 180 yuan, which is not small. However, there are also many scenic spots whose price cuts are not obvious, ranging from 10 yuan to 20 yuan. (Click for details: before the 11th, the prices of these scenic spots will be reduced (attached list))

According to a survey conducted by the National Bureau of Statistics, 72.3% of the domestic scenic spot ticket prices are "too high" or "on the high side". The price reduction of scenic spots can be said to conform to public opinion, but from the perspective of the price reduction, most of the price drops are already more expensive scenic spots, and the fare is still around one or two hundred yuan after the price reduction. Can you reduce the price a little more?

The overall ticket price of scenic spotsstillThere is still room for decline.

As the holiday approaches, it is really exciting to hear such good news when everyone starts to make a strategy for travel. However, the price reduction of scenic spot tickets can actually be greater!

If you look at the data carefully, you will find that there are many scenic spots that symbolically reduce the ticket price by more than ten or twenty or thirty yuan. Compared with the entrance ticket price of hundreds of yuan or even two or three hundred yuan, this strength is not great, and it can only be said that it is better than nothing in alleviating the pressure on tourists’ travel budget. In addition, although the price of some tickets has dropped greatly, Laoshan Scenic Area still needs 180 yuan after the price reduction in 65 yuan, and Kanas still needs 195 yuan after the price reduction in 100 yuan. For travelers, although they are ready to get rich from poor families before departure, it is still a big expense for a family to buy hundreds of tickets. Even after the price reduction, the ticket prices of many scenic spots have just changed from "too high" to "too high" which is still above 100 yuan, and the overall high ticket prices have not fundamentally changed.

The reduction of "high fares" by tourists in famous scenic spots has restricted the growth of tourism consumption.

Tourists hope that the cheaper the tickets for scenic spots, the better. However, the operators hope that "relying on mountains to eat mountains and relying on water to draw water" can create more benefits by relying on scenic spots tickets. Originally, the ticket price should be the result of the game between the two markets. However, for a long time, many scenic spot operators thought that the scenic spot was a monopoly resource, and no one came to the door. Therefore, the operators mastered the dominance of pricing. Many places also regarded the scenic spot as a cash cow for fiscal revenue, and repeatedly raised the ticket price. As a result, the ticket prices of many scenic spots in China are on the high side, which has been criticized by the society. According to the survey of the National Bureau of Statistics, more than 70% of them think that the ticket prices of domestic scenic spots are "too high" and "too high".

The scenic spot should not be the private property of the place where it is located, but it has a public attribute.Setting a higher ticket price will inevitably shut out some tourists, ignoring the public nature of scenic spots and the basic needs of different classes of people.Even those tourists who can afford to pay higher tickets will choose to vote with their feet after more consideration, so that scenic spots with low cost performance can only do "one-shot business". Moreover, with the spread of word-of-mouth on social networks, it is becoming more and more difficult for such scenic spots to pursue short-term gains even to "buy and sell with one hammer", and the saying that "the poor are new to Matai and the rich are traveling at home" appears under this background. Many domestic tourists go far and near, and choose to go abroad for vacation and leisure. In recent years, the number of tourists in some famous scenic spots has also begun to decline, which fully shows that simple high ticket prices have become one of the bottlenecks affecting the further improvement of domestic tourism consumption income.

The development of tourism industry should not rely too much on "ticket economy"

To break this bottleneck, it is necessary for scenic spots to change their thinking, reform their operation mode, shift their eyes from "ticket economy" to "global tourism" and focus on long-term accounting. In this respect, there are some "conscience attractions" like Zhuyu. For example, tickets for the Forbidden City in Beijing have been maintained in 60 yuan for many years, and tickets for the West Lake in Hangzhou are simply free. The former’s cultural and creative products bring a lot of income, while the latter greatly enhances Hangzhou’s attractiveness as a tourist destination and becomes a booster for Hangzhou’s global tourism development.

Because of the different sources of funds for the operation and management of each scenic spot, the difficulty of diversified operation is also different, so it is probably unrealistic to demand all scenic spots with a one-size-fits-all "conscience fare" However, in the case that the growth of the ticket economy has been weak, from a long-term perspective,Counting big accounts and general ledger is the only way to go. Although the direct income will be reduced in the short term after the ticket price reduction in scenic spots, if the service upgrade is forced by lowering the ticket price, more tourists will be attracted to visit and the stay time will be prolonged, which will help to lengthen the industry chain, enhance the added value of tourism and enhance the comprehensive attraction of scenic spots and surrounding areas. For tourists, a greater price reduction or free tickets in scenic spots will help to fully release the demand for tourism consumption. To put it bluntly, if the service is done well, tourists will spend less money on tickets and more money on other consumption areas. Transferring money from the left pocket to the right pocket can not only enhance the reputation of the scenic spot, but also increase the comprehensive income of tourism. Why not?

Of course, it is the most direct and easy to collect tickets by sitting, and it takes brains to keep the service, and sometimes it is not easy. Innovative ideas are not so good! But what needs to be seen is that the competition for tourists is a global competition, and sooner or later, scenic spots need to improve their quality through services.

The price has dropped, and the tourist experience cannot be lowered.

Of course, the price reduction of tickets is likely to lead to an increase in the number of tourists. In recent years, some scenic spots have frequently heard the news that the "Golden Week" is crowded into "golden porridge". For example, it takes three or four hours to queue up on the cableway up and down the mountain. In the crowded and chaotic situation, the satisfaction of tourists in the scenic spot will continue to decline. In order to avoid this kind of situation, how to improve the management and balance the passenger flow and satisfaction while reducing the ticket price is a big test for the operation ability of the scenic spot. However, only after the test of large passenger flow can we maintain good service quality, can we really retain the hearts of tourists in the competition. The purpose of price reduction is to improve the quality. Let the price reduction force China to upgrade its tourism and embark on the road of high-quality development.

All the windows are sealed and dare not open. A residential area in Wuhan suffers from fast lane noise.

CCTV News:Recently, many residents in Hongshan District, Wuhan reported that their residential area is too close to Qingling section of Yangsi Port Expressway, which was opened to traffic not long ago, and the noise of traffic has troubled the daily life of residents in the residential area. According to the address provided by residents, CCTV reporters came to Yuecheng Community in Fudi District to learn about the situation on the spot.

Residents of Forte Yuecheng Community moved in in 2015. At present, among the 27 residential buildings in the community, more than a dozen high-rise residential buildings are less than 50 meters away from Qingling section of Yangsi Port Expressway. In order to resist the noise, the residents themselves have thought of some measures, but the effect is not obvious.

one

Residents of the community: "Our balcony has been stopped since the expressway was opened to traffic. We have sealed all its windows, and you can obviously feel the sound when you open it."

       Reporter: "It’s very loud."

Residents of the community: "Yes, the sound is very loud, and I basically dare not open it."

one

Residents of the community: "This is the master bedroom. Because of the noise, both husband and wife can’t stand it. Later, we paid for a set of silent windows ourselves. We thought the effect was ok, but the effect was still not good. The noise was still very loud, which led to my wife and I not sleeping in this room now, so we crowded the children’s room with the children."

Residents say that noise not only affects rest, but also affects health by closing the windows for a long time, which leads to poor air circulation. Zhao Xin speed skater, an associate professor in the School of Transportation, Wuhan University of Technology, is engaged in the research on the integration of ecological environment and transportation facilities in the city circle, and has been paying attention to the noise disturbing people in this community.

one

Zhao Xin speed skater, an associate professor at the School of Transportation, Wuhan University of Technology, said: "The maximum instantaneous noise value I have measured now has reached 80 decibels, with an average of about 75 decibels."

Reporter: "Has this value exceeded the standard?"

one

Zhao Xin speed skater: "This definitely exceeds the standard. According to the official monitoring data provided by the environmental monitoring station, it adopts the national second-class regional standard, and the limit value is 60 decibels. Then we have now tested that the instantaneous value has reached about 75 decibels, so it has exceeded about 15 decibels. "

[Field] The existing noise control measures are not effective.

According to the relevant provisions of the Law on the Prevention and Control of Environmental Noise Pollution in China, if the construction of expressways, urban viaducts and light rail roads passing through the existing areas where noise-sensitive buildings are concentrated may cause environmental noise pollution, noise barriers should be set up or other effective measures should be taken to control environmental noise pollution. So, has the urban expressway around the community taken such noise prevention measures?

The reporter saw at the scene that in order to control noise pollution, the construction unit installed a 4-meter-high vertical sound barrier on the expressway to reduce the interference of noise generated by driving vehicles to nearby residents, but the effect was not satisfactory.

one

Residential residents: "This vertical sound insulation screen has little effect on our high-rise, and you can hear that the noise is still very loud when you stand next to it, and even this vertical sound insulation screen only says that it has been repaired to the place directly below us, and there is no vertical sound insulation screen walking next to us, so the tire noise from a distance and the tire noise directly below are clearly transmitted."

Zhao Xin speed skater, an associate professor at the School of Communications, Wuhan University of Technology, said: "The buildings here are generally relatively high, and its floors have basically reached more than 30 floors, so it is ineffective to use such a semi-closed sound insulation wall."

one

In view of the noise problems reflected by residents, the personnel of Hongshan District Environmental Protection Monitoring Station in Wuhan City tested the noise situation. According to the test results, the distance between this expressway and the community is too close, which is the main reason for noise disturbing people at present. So, when the expressway was built, did the noise disturb people be taken into account for environmental assessment?

Ming Lihong, researcher of the administrative examination and approval department of Wuhan Ecological Environment Bureau, said: "Our country’s evaluation law stipulates that the need to start construction should be reported to the original department for review within five years after the approval of the project EIA. Then the EIA of Wuchang section of the Second Ring Road was approved by the Environmental Protection Bureau in September 2010, and the construction of Wuchang section of the Second Ring Road was started in December 2010, so there is no legal requirement to report the EIA again. The Qingling section of Yangsi Port Expressway is a part of the Wuchang section of the Second Ring Road, and the overall EIA.

one

[Progress] Relevant departments will take measures to reduce noise pollution.

According to the environmental protection department, the Qingling section of Yangsi Port Expressway, which started construction in 2018, belongs to the Wuchang section of the Second Ring Road, and the overall environmental assessment of the Wuchang section of the Second Ring Road was passed in 2010. However, when the environmental assessment was carried out, there were no dense residential areas on both sides of the expressway. Eight years later, a large number of high-rise houses were built here. What should we do about the noise problem caused by the urban expressway?

one

Recently, the relevant departments in Wuhan said that they attach great importance to the problem of noise disturbing people and have come up with corresponding solutions.

Hao Xijian, director of the Policy and Regulation Department of Wuhan Ecological Environment Bureau, said: "We will take two measures in the next step. First, as a regulatory authority, we will conduct further research with the main construction unit. For the viaduct, some vertical sound insulation screens have been built, and the effect of vertical sound insulation screens can not meet the requirements of surrounding residents. Therefore, we will further demonstrate with the construction unit the feasibility of building a fully enclosed sound insulation screen for the viaduct; Second, in view of the current situation of excessive noise, we have further demonstrated with urban construction, urban management and construction units to minimize the emission of noise pollution sources through road noise reduction and other measures. "

one

At present, noise disturbing people is a common problem in large and medium-sized cities. In order to alleviate traffic congestion, viaducts and expressways have sprung up everywhere, but in order to save land costs, some roads are also close to residential areas, which makes the phenomenon of noise disturbing people particularly prominent. Experts believe that the planning stage should be "prepared for a rainy day".

one

Zhao Xin speed skater, an associate professor at the School of Transportation, Wuhan University of Technology, said: "Attention should be paid to the problem of noise disturbing people in the planning stage, and various sound insulation facilities should be taken into account in the planning and design stage. The second level is that in the land planning stage, we should consider the red lines of traffic land and residential land and the relationship between them, and leave a reasonable distance from the planning level to minimize the impact of noise on residents. "

Caption: Wu Baijun presented an honorary letter of appointment to Pan Qiusheng’s alumni.

Pan Qiusheng said that he was very fortunate to be the honorary chairman of the Huali Beauty Industry Alumni Association and felt a heavy responsibility. He pointed out that China’s beauty industry has a market scale of more than 300 billion, and it is still in the process of sustainable development. However, we should be soberly aware that the penetration rate of China’s beauty market is still far lower than that of the global market, especially in Europe, America, Japan and South Korea. Beauty cosmetics people bear the burden of promoting the continuous innovation and sustainable development of China’s beauty and daily chemical industry. We are facing a very volatile, complex and unpredictable world. The COVID-19 epidemic in 2020 made us fully feel the unpredictability of the world. Under such circumstances, the establishment of the Huali Beauty Industry Alumni Association and the holding of the summit forum shoulder the historical responsibility of promoting industry innovation and promoting information exchange. He expressed his expectation that through such effective and in-depth communication, students will understand the market dynamics and lay a better foundation for future career development; Further promote the scientific research strength of the school to keep pace with the times and deeply connect with the dynamic trends of consumers; Help practitioners in the beauty industry to provide consumers with better products and services; Realize better contact, exchange and communication in the value chain of beauty industry and find more opportunities to promote the development of the industry.

According to the relevant data of Prospective Industry Research Institute, by 2022, the market size of China beauty industry will reach 500 billion yuan. If personal care category is added, the beauty market in China has reached a trillion-dollar volume. Under the impetus of industrial agglomeration, new technology and industrial chain optimization, China cosmetics industry has entered the moment of full awakening of "new economy". How to look at the current complex industrial situation, the industry elites, experts and scholars attending this forum gave their own answers.

Dr. Mao Jianwen, Vice President of BASF Global and Business Management Department of Nursing Chemicals Business Department in Greater China, delivered a keynote speech on the topic of "Innovative Cooperation, Win-Win Future-Trend of Cosmetic Raw Materials". He pointed out that the rapid development of China for decades and the continuous improvement of women’s social status in China have ushered in a golden age for China’s cosmetics industry. Compared with countries such as Europe, America, Japan and South Korea, the lack of penetration in our cosmetics market will bring us countless opportunities, and consumers’ demand and yearning for quality of life will surely make more national brands rank among the world-class industries. From the perspective of raw material industry, it is the real foundation for enterprises to bring value to brands by satisfying consumers’ needs, demands and pleasures. The insight into consumer demand and the yearning for improving the quality of life implied behind consumer demand are the basic thinking principles for enterprises to promote innovation. Mao Jianwen described a series of practices of BASF, a century-old enterprise, in meeting consumers’ needs, exploring consumers’ demands and creating consumers’ happiness. We also look forward to further strengthening cooperation and win-win development with East China University of Science and Technology in innovation.

Dr Zou Yue, Director of Science and Technology Department of R&D Center of Galand Group, delivered a keynote speech on "Fragrance Innovation and Beauty Products Technology". He introduced the general situation of brand establishment, enterprise development, talent team and scientific research and development of Galand Group, and emphatically shared the development course of the company’s own brand-Nature Hall. Since its inception, the brand has positioned its product DNA in the Himalayas. "Beauty begins with nature, and learning from nature" is the core interpretation of the brand. For more than ten years, Galand Group has taken modern science and technology as a tool, artistic aesthetics as a guiding ideology, and environmental protection as a concept of sustainable development, and made many scientific investigations in Himalayan areas, from tropical valleys at low altitudes to snowy plateaus and grasslands at high altitudes. By using modern techniques such as collecting the fragrance of living flowers, the original fragrance from Himalaya was developed, and the fragrance was recreated and reproduced by various experimental techniques, and it was successfully applied to three personal care and body care products of Nature Hall, effectively satisfying consumers’ demand for sensory efficacy of products. In addition, inspired by the impressionist school, Galand Group gradually developed the idea that Himalayan impressions create fragrance, and created Himalayan impressions-related fragrance by taking Himalayan landscapes, plants, colors, animals and culture as impressions. With the idea of creating fragrance by impression and artistic re-creation, Galand Group has launched a new perfume brand ASSASSINA Shaheen’s series of perfumes. Aroma innovation originates from nature and surpasses nature.

Jiang Ligang, Chief R&D Officer of Polaiya R&D Innovation Center, delivered a keynote speech on "New Regulations: New Changes in Cosmetic Formulation". He pointed out that the essence of the introduction of new laws and regulations and related supporting systems is to protect the safety and interests of consumers. It is a very great move to lead the industry innovation with legal innovation, which will affect the development of the beauty industry in the next few decades. He described the changes of new laws and regulations related to formula from the perspectives of changes in registration and filing, data requirements for first registration and filing, requirements for changes in registration and filing, Measures for the Administration of Cosmetic Labeling, and label content. The new regulations will also bring new impacts on enterprises in terms of raw materials and formula technology, mainly in that the formula of cosmetics in the future will focus on efficacy as never before, the core independent intellectual property rights will become the core competitiveness of enterprises, and sustainable development will become the core value of more and more enterprises, requiring enterprises to pay more attention to environmental protection and sustainable development.

At present, the national beauty brands in China have risen in groups. Nationalization of cosmetic raw materials and products market is an inevitable development trend. Alumni Zhang Wanping, Executive Dean of Shanghai Universities of Applied Sciences International Cosmetics Institute, shared the topic "Technical Development Trend of Nationalization of Cosmetics Market". She pointed out that technology is the driving force of development in any industry. Nationalization technology innovation is the key in cosmetics market, and the technology chain of cosmetics industry includes three parts: raw materials, formula and evaluation. In terms of raw materials, besides natural extraction and biological fermentation, which are concerned by the market and consumers, we should not avoid synthesis. Cosmetic raw materials still depend on synthesis technology, and the direction and application performance of synthetic raw materials need to be defined in combination with cosmetic formula system. In terms of formula, cosmetic formula is a multidisciplinary system, especially based on the theoretical basis of colloid and interface chemistry. Designing carrier structure according to the characteristics of raw materials and developing market-competitive product system is the main direction of product development in the future. In terms of evaluation, under the new regulations, the requirements for evaluation are higher, and the whole industry will pay attention to the establishment of evaluation system for cosmetic raw materials and products. There is still a long way to go in the evaluation of cosmetics, which needs further discussion. How to build a scientific and reasonable evaluation system through multi-dimensional system is the premise of the sustainable and standardized development of cosmetics market.

Professor Zhu Weihong, Dean of the Research Institute of East China University of Science and Technology, introduced the latest scientific research achievements of East China University of Science and Technology. He introduced the fruitful achievements of East China University of Science and Technology in discipline development, scientific research team, scientific base, personnel training, international cooperation, award-winning and transformation of scientific research achievements in the process of building a "double-first-class" university in recent years, and emphatically introduced the technical scientific research achievements related to the cosmetics industry of many professors including Shang Yazhuo, Zhang Wenqing, Wang Limin, Wang Zejian and Zhang Hongbo. In addition, Ding Wei, Dean of the College of Arts and Media, is unique in the field of brand image design and innovative development, and Du Weiyu, Associate Professor of the Business School, has conducted in-depth exploration on the market positioning and marketing strategy of cosmetic brands. East China University of Science and Technology has been able to realize the intellectual support of the whole industry chain from technology to design to marketing. He pointed out that the foundation and advantage of colleges and universities is basic research, and it is necessary to establish self-confidence in scientific research, so as to achieve the goal of running together and then leading, and emphatically introduced the practical exploration of East China University of Science and Technology in color-changing dyes, color-changing glasses, color-changing nail polish and color-changing glass.

At the closing ceremony, Zhang Wenqing, Party Secretary of School of Chemistry and Molecular Engineering, East China University of Science and Technology, Wang Tingzhang, Chairman of East China University of Science and Technology Beauty Industry Alumni Association and Chairman of Shanghai Xierui Industrial Development Co., Ltd., and Li Jianwei, Director of East China University of Science and Technology Alumni and Development Liaison Office and Secretary-General of Alumni Association delivered speeches respectively.

The research and development of "Hualixiang" hand sanitizer and "Twelve Yaxin" perfume, and the establishment of the cosmetics laboratory led by Professor Shang Yazhuo are all beneficial attempts to integrate scientific and technological innovation and cultural creativity and apply professional knowledge to innovative practice. The College will also increase the training of cosmetics-related talents with the help of the beauty industry alumni association platform, enhance the exchange and interaction between universities and industries, better unite and unite alumni in the cosmetics industry, strengthen information communication and resource sharing among alumni, and promote cooperation.

Wang Tingzhang said that he was very fortunate to be the first chairman of the Huali Beauty Industry Alumni Association. The establishment of the beauty industry alumni association will undoubtedly become an effective platform for in-depth communication between the alma mater and alumni in the beauty industry, and the beauty summit forum will also become a brand activity for the alma mater to better link industry enterprises, integrate social resources and serve the beauty industry. He said that he is looking forward to working with colleagues of the beauty industry alumni association to create and build together. Under the unified leadership of the school alumni association, he will give full play to the unique advantages of the industry, further promote the integration of Industry-University-Research, accelerate the incubation and application of scientific research soft achievements, and jointly cultivate talents through school-enterprise cooperation, so as to contribute to the healthy and prosperous development of the beauty industry in China, and jointly build a first-class beauty industry alumni association in China.

Test drive Dongfeng Yipai e π 008 Extended range: "involved" 6 new energy seats 200,000 yuan

There is no doubt that the medium and large 6-seat SUVs represented by the ideal L8 and the M7 are the most popular products in the current new energy market. They have a large space, full configuration, and "refrigerator color TV sofa" is also readily available, but the price of about 300,000 is still a lot of pressure for ordinary home users… If there is a demand, there will be a market, so Dongfeng Yipai eπ 008 is here.

static article

At first sight of the eπ 008, the first impression it gives people is that it has a "public face". Through daytime running lights, closed grilles, and low wind resistance body contours are the most common features of today’s new energy models, and they are not exciting at first glance – of course, it should be done to conform to the aesthetic of most people and make the whole family acceptable.
