Measures for the assessment and management of networked joint control system of key operating vehicles in China
Chapter I General Principles
the first In order to strengthen the dynamic supervision of national key operating vehicles, standardize the dynamic supervision and management behavior of road transport vehicles, implement the main responsibility of road transport enterprises, and improve the level of road transport safety management, these measures are formulated in accordance with the Measures for the Dynamic Supervision and Management of Road Transport Vehicles (Order No.5 of the Ministry of Transport, the Ministry of Public Security and the State Administration of Work Safety in 2014) and relevant regulations.
the second The term "key operating vehicles" as mentioned in these Measures refers to tourist buses, chartered buses, three types of buses to work and dangerous goods transport vehicles.
The measures referred to in the national key operating vehicle networked joint control system (hereinafter referred to as networked joint control system) refers to the dynamic supervision and monitoring system of operating vehicles based on satellite positioning system technology established by road transport management institutions at all levels and related enterprises. The networked joint control system includes the national public service platform for dynamic information of road transport vehicles (hereinafter referred to as the national platform), the supervision platform of local government management departments (provincial, prefecture-level and county-level), the monitoring platform of road transport enterprises and the socialized monitoring platform.
The assessment management of all levels and platforms of networked joint control system shall abide by these measures.
Chapter II Assessment Contents
Article According to the management responsibilities of all parties of the networked joint control system platform and the principle of classified assessment, the assessment indicators of platform operation, the assessment contents of road transport management institutions and the assessment contents of road transport enterprises are formulated.
Article 4 Assessment indicators based on the operation of the platform include:
(1) Vehicle access rate: the ratio of the number of vehicles that transmit dynamic information to the superior platform at least once as of a certain statistical time point to the total number of vehicles in their respective jurisdictions or key operations of the enterprise.
(2) Vehicle on-line rate: refers to the ratio of the number of vehicles that normally upload data to the superior platform during the statistical period to the number of vehicles that enter the network in their respective jurisdictions or key operations of the enterprise.
(3) Platform disconnection rate: refers to the ratio of the total interruption time of data transmission between the lower platform and the higher platform to the total duration of the statistical period (in minutes).
(4) Data failure rate: refers to the ratio of the number of unqualified data such as license plate number, license plate color, time, longitude, latitude, speed, direction, altitude, etc. in the vehicle data uploaded by the lower platform to the number of reported data during the statistical period.
(5) Vehicle online time rate: refers to the ratio of the total online time of vehicles (in minutes) to the total operating time during the statistical period. The total duration of vehicle operation can be obtained from the passenger network ticketing system, the passenger station electronic newspaper class system, the tourist charter management system, the dangerous chemicals electronic waybill system and other information systems. The total on-line time of vehicles can be obtained from the statistics of networked joint control system.
(VI) Platform post inspection response rate: refers to the ratio of post inspection response times to post inspection times when the government supervision platform sends post inspection instructions to the enterprise monitoring platform irregularly during the statistical period, and the monitoring personnel respond in time (within 5 minutes) after receiving the post inspection instructions. The number of post inspections shall not be less than once a day.
(7) Over-speed vehicle rate: refers to the ratio of the number of vehicles reporting over-speed information in accordance with the vehicle speed limit standard set by the public security traffic management department during the statistical period to the number of key operating vehicles in the statistical period of the unit.
(8) Handling rate of speeding vehicles: refers to the ratio of the number of vehicles that reported speeding information and were handled by the enterprise in time during the statistical period to the number of key operating vehicles reported by the unit.
(9) Fatigue driving rate: refers to the ratio of the number of vehicles reporting fatigue driving information to the number of key vehicles on the line during the statistical period according to the driver’s continuous driving time limit standard set by the public security traffic management department.
(X) Handling rate of fatigue driving vehicles: refers to the ratio of the number of vehicles that reported fatigue driving information and were handled by the enterprise in time during the statistical period to the number of key operating vehicles reported by the unit.
(11) Real-time online rate of vehicles: refers to the ratio of the number of vehicles connected in real time and normally uploading dynamic information at a certain statistical time point to the number of vehicles connected to the network in the area under its jurisdiction or the key operation of this enterprise.
Article 5 The assessment contents of road transport management institutions at all levels include:
(a) the construction of the system, the formulation of the management rules and regulations of the networked joint control system in the jurisdiction, and the operation and maintenance management system of the supervision platform; The formulation of emergency plan for fault handling, management measures for operation and maintenance assessment, step-by-step assessment and notification system;
(2) Monitoring the operation of the platform, including: vehicle access rate, vehicle online rate, platform disconnection rate, data unqualified rate, and vehicle real-time online rate (this indicator is used as a reference indicator);
(three) the implementation of the supervision platform operation and maintenance budget;
(four) other measures to ensure the long-term stable operation of the supervision platform.
Article 6 The assessment of road transport enterprises includes:
(a) the system construction, including: the construction, use and management of the monitoring platform of this enterprise, and the management and assessment methods for the operation and maintenance of the monitoring platform; Installation, use and maintenance system of satellite positioning device; Job responsibilities and management system of monitoring personnel; Traffic violation dynamic information processing and statistical analysis system; Emergency handling system, etc.;
(2) Monitoring the staffing situation, including the staffing quantity, personnel education and training, job responsibilities and the implementation of workflow;
(3) Real-time monitoring of vehicles, including vehicle access rate, vehicle online rate, vehicle online time rate, speeding vehicle rate, speeding vehicle handling rate, fatigue driving vehicle handling rate and fatigue driving vehicle handling rate;
(4) Monitoring the operation of the platform, including: platform disconnection rate, data failure rate and platform post inspection response rate;
(5) The data storage of vehicles and the archiving of illegal driving and handling information (dynamic monitoring data shall be kept for at least 6 months, and illegal driving information and handling information shall be kept for at least 3 years).
Chapter III Division of Responsibilities
Article 7 The Ministry of Transport is responsible for the assessment and management of the national platform and provincial supervision platform of networked joint control system.
Article 8 China Traffic and Communication Information Center is responsible for the operation and maintenance of the national platform of the networked joint control system and the statistical work of the operation assessment indicators of the provincial supervision platform.
Article 9 Road transport management institutions at all levels shall organize the assessment and management of the intranet joint control system within their respective jurisdictions, and be responsible for organizing the implementation of the assessment and management of the lower supervision platforms; City and county road transport management institutions are responsible for the assessment and management of the monitoring platform of road transport enterprises in their respective jurisdictions, and fulfill their safety supervision responsibilities.
Chapter IV Assessment Procedures and Application of Assessment Results
Article 10 The assessment cycle is divided into monthly and annual. The monthly assessment is conducted in natural months, and the annual assessment cycle is from January 1st to December 31st each year. The assessment takes the form of system automatic statistical analysis as the main part, supplemented by on-site situation investigation.
Article 11 The assessment of various platforms at all levels shall be based on the scoring system. Road transport enterprises in any of the following circumstances, the assessment results recorded as 0 points; The road transport management institution has the second situation, and the assessment result is 0:
(1) Destroying the satellite positioning device and maliciously interfering with or shielding the signal of the satellite positioning device;
(2) Forging, tampering with or deleting vehicle dynamic monitoring data.
Article 12 Establish a regular notification system for assessment results of various platforms at all levels.
The Ministry of Transport shall notify the assessment results of the provincial supervision platform and send a copy to the transportation departments (bureaus and commissions) of all provinces, autonomous regions and municipalities directly under the Central Government.
The provincial road transport management institution shall notify the assessment results of the prefecture-level supervision platform, and send a copy to the local transportation authorities.
The assessment results of transport enterprises shall be announced by the road transport management institution responsible for their assessment management through websites and other forms.
If the assessed unit has any objection to the assessment results, it may appeal to the assessment unit for verification. If the assessment results are wrong, it shall be corrected in time.
Article 13 The assessment results of road transport management institutions should be used as the basis for departmental evaluation and annual target assessment.
Article 14 The assessment results of road transport enterprises are included in the content of enterprise quality credit assessment, which is an important basis for the bidding and annual inspection of transport enterprises.
Article 15 Problems found in the assessment of road transport management institutions and road transport enterprises should be rectified in time.
Chapter V Supplementary Provisions
Article 16 The transportation departments of all provinces, autonomous regions and municipalities directly under the Central Government may formulate assessment methods for government supervision platforms, transportation enterprise monitoring platforms and socialized monitoring platforms within their respective jurisdictions in light of these measures and actual conditions.
Local road transport management agencies can assess the service quality of operators according to local actual conditions.
Article 17 Rural passenger vehicles are selected and implemented by the provinces according to the actual situation.
Article 18 The Ministry of Transport shall be responsible for the interpretation of these Measures.
Article 19 These Measures shall come into force as of the date of promulgation.
