China Unicom continues to build a new engine of digital countryside, drawing a new picture of rural revitalization with ＂number＂
The Party’s Report to the 20th CPC National Congress clearly stated that it is necessary to solidly promote the revitalization of rural industries, talents, culture, ecology and organizations. China Unicom thoroughly studied and implemented the important thought of the Supreme Leader General Secretary on the network power and the important exposition on the construction of digital China, resolutely implemented the strategy of the No.1 Document of the Central Committee to empower the rural areas to revitalize in an all-round way through the construction of digital villages, studied and deployed many times to help rural areas revitalize, pragmatically promoted the construction of digital villages, and strove forward on the road of helping rural areas revitalize.
In June, 2021, China Unicom held a digital village promotion meeting in Jinan, Shandong Province, and put forward the "four new projects" pragmatic measures to comprehensively revitalize the countryside with digitalization, and officially released the digital village platform of China Unicom and the digital village brand of China Unicom. In August, 2022, the China Unicom 2022 Rural Revitalization Promotion Conference was held in Shandong and Chongqing, which comprehensively deepened the opening of a new chapter in the "Five New Projects" of China Unicom Digital Village. On September 27th, 2023, China Unicom’s promotion meeting for rural revitalization in 2023 was held in Chongqing, which comprehensively revitalized and upgraded the "Five New Projects" and helped rural revitalization and development with digital benefits and wisdom.
Speeding up new infrastructure and building a digital rural information base
If the countryside wants to get rich, it must first build roads. This road is the "digital highway". Accelerating the construction of new rural infrastructure has become an important construction content in the process of rural revitalization. China Unicom has made great efforts to build "four boutique networks" of 5G, optical broadband, government-enterprise private network and computing power, built a digital rural information base with boutique networks, and built an agricultural and rural digital infrastructure integrating cloud networks and computing networks, realizing that rural areas have moved to 471,000 administrative villages and optical broadband has covered 308,000 administrative villages.
In Liaocheng, a thousand-year-old city, China Unicom has paved a high-quality 5G network extending in all directions. There are more than 6,000 administrative villages in the city, and each village has a "net", and hundreds of thousands of "digital farmers" are active in "online villages". China Unicom has continuously increased its investment in the construction of 5G networks and broadband infrastructure in rural areas of Liaocheng, providing users with extremely fast networks with 5G networks and Gigabit broadband. Nowadays, farmers in Liaocheng have changed from relying on manpower to "moving their fingers" to realize field management.
In Lancun Village, Mayang County, Huaihua City, Hunan Province, in order to further optimize the network coverage, China Unicom officially put eight 900M base stations into use in only 15 days. These base stations can also be ploughed and "upgraded" to 5G base stations with the same coverage, so that the network experience in the village can be further improved. In today’s Lancun village, there is no longer a situation that "travel depends on walking and communication depends on yelling". In the peach grove in the orange orchard, in the fields, at the entrance of the road, you can brush short videos, watch the notices issued by the village department on the platform of several villages, surf the Internet anytime and anywhere, and "pull" the wonderful things from all over the country to the front.
Ji ‘an, Jiangxi Province is the seat of Jinggangshan, the cradle of China revolution. Based on this sincere land, Ji ‘an is also striving to blaze a new trail of high-quality development in the old revolutionary areas in the new era. In Ji ‘an, China Unicom accelerated the construction of communication infrastructure in local rural and remote areas. The city has built 3,942 base stations, including 2,798 rural base stations, accounting for 71%. After completion, the rural 4G/5G coverage rate reached 95%. By consolidating the village network foundation, optimizing and adjusting the wireless network, and building fiber-optic high-speed broadband, the village-level high-quality network three-dimensional coverage can be realized.
In order to further consolidate the digital rural information base, China Unicom actively built the urban-rural integrated digital information infrastructure and vigorously promoted the Gigabit network project. By February 2023, the coverage rate of villages and towns (except Xizang) in China was 100%, and the coverage rate of administrative villages in China was 96%. The broadband coverage rate in towns and villages nationwide is 77%, and the broadband coverage rate in administrative villages nationwide is 60.5%. Basically, a digital village information base integrating cloud management and tube management has been built, which has taken the first step in the development of digital villages.
Make an excellent new platform, empower rural governance, improve quality and increase efficiency
Digital village is the strategic direction of rural revitalization and the important content of building digital China. China Unicom aims at rural grassroots governments and residents, and builds China Unicom’s digital rural service cloud platform, which helps grassroots governments to carry out digital and intelligent office work and governance, and provides rural residents with a convenient and networked life.

In the greenhouse of Tongfu Smart Farm in Tayuanzhuang Village, Zhengding County, Shijiazhuang City, the "treatment" of vegetable growth is unusual. The 5G network, cloud special line and AI application are in full swing, creating a visual planting world for vegetables. China Unicom built a big data platform for Tongfu Farm, which made the air temperature and humidity, light intensity, oxygen concentration, soil temperature and humidity in the greenhouse clear at a glance. Planting vegetables no longer depends on the weather, but on "counting" planting.
Relying on the digital rural platform of China Unicom, rural governance also has a new model. In Houxi Village, jimei district, Xiamen City, Fujian Province, China Unicom installed a large digital screen for the village committee, installed cameras on key sections, and connected with the digital village platform. The party building, village affairs, village governance and other matters of the village committee can be seen in a glance through the big screen. On the digital village platform, the village Committee comprehensively improves the level of "digital+grassroots governance" in rural areas through video scheduling, "cloud horn" and other functions; Through the platform, villagers can keep abreast of village affairs, put agricultural products on shelves for trading replacement, and remotely care for the elderly, children, orchards and courtyards through the platform.
The application of digital rural platform will undoubtedly give migrant workers a reassurance. Most young people in Huangshan Village, Weifang City, Shandong Province go out to work. The village installs "Unicom Housekeeping" security monitoring products for villagers’ homes, and the situation of the elderly and children at home can be seen through the mobile APP. The village Committee manages and supervises the security system in a unified way, and the problems are handled in time, which makes the management of the village Committee more convenient.
In recent years, China Unicom has continued to promote the construction of a new platform for public application services in digital villages. Relying on the advantages of Unicom’s cloud-based 5G digital infrastructure, which is secure, reliable and cloudy, it has independently developed a "Unicom Digital Village" platform based on SaaS-PaaS-IaaS cloud architecture, providing a wealth of business function standardization modules and programming interfaces, supporting government departments at all levels to develop and provide various applications for promoting agriculture and facilitating people, and becoming a "one-stop communication" for township governments and a "command cabin" for village committees. As of August 2023, China Unicom Digital Village Platform has covered 255,000 administrative villages.
Constructing new applications to realize full coverage of digital scenes
Combined with the actual needs of rural digital construction, China Unicom serves the accuracy of rural grassroots governance with "intelligent scene application". More than 150 applications have been built around the six core scenes, empowering rural governance to achieve the "one-click" appeal of the masses and "one-click" service on the handheld, and achieving full coverage of grassroots scenes in digital villages.
Naming Village, Pingfu Township, Shangsi County, Fangchenggang City was once listed as a poverty-stricken village in Guangxi Zhuang Autonomous Region. As a designated aid unit in Naming Village, China Unicom takes advantage of its own information technology and relies on the digital village platform of China Unicom to organize the "old look and new look" action from village appearance to rural governance to industrial revitalization. Using platform +AI, the largest and most modern silkworm base in Shangsi County was built. The collective economic income of Naming Village increased from 98,000 yuan in 2020 to 220,300 yuan in 2021, up by 124.8% year-on-year, and now its collective economy has jumped to the first place in the township. At the same time, China Unicom also helped Naming Village to build a red education base in Pingyantun, started the "smart rural tourism" project, introduced the application of digital rural tourism, and carried out environmental improvement projects and "toilet revolution" sewage treatment projects.
Xitou Town, Yangxi County, Yangjiang City is a traditional agricultural county in Guangdong Province. The "digital fishing boat" system built by China Unicom can grasp the ship’s position, warning information and typhoon path, understand the real-time production situation, and make the management of fishing boats more scientific and intuitive. With the help of the digital fishing boat system, the fishery administration brigade of Yangxi County successfully recovered a lost fishing boat that was blown away from the port due to the typhoon, and recovered more than 200,000 yuan in economic losses for fishermen. Chengcun Town, Yangxi County is a well-known "China oyster town". China Unicom helps to build a breeding management platform. In Chengcun oyster digital industrial park, data monitoring equipment such as weather stations and sensors operate 24 hours a day, so oyster farmers can master the water quality on their mobile phones and adjust the breeding methods in time. China Unicom also helps to build a big data platform, and provides comprehensive services such as resource management, production and operation management for the oyster digital industrial park.
In addition, China Unicom has also created an application of smart party building in Shanxi, helping to build a new model of party building, which is "intelligent party management, standardized branch activities and scientific education in party member". In Shandong, Jilin, Hunan and other places, China Unicom has created a "drowning warning" security guard monitoring application, which monitors the river dynamics 24 hours a day and contributes to the construction of safe villages. In Nianzigou Village, Luhua County, Henan Province, China Unicom has built core applications such as "Smart Mountain Patrol", "Labor Points" and "Smart Greenhouse" to promote the modernization of Nianzigou Village governance.

In the field of big data in agriculture and rural areas, China Unicom helped to build a monitoring platform for the employment of workers in new industries. Based on Unicom’s 400 million users, by analyzing the flow of workers in new industries and grasping the scale changes in time, 30 analysis reports have been formed to help the government improve the employment promotion policy for workers in new industries and establish and improve the employment assistance system for groups with employment difficulties.
In the field of intelligent breeding, China Unicom has built a "man-machine-field-species" all-link digital docking and all-chain traceability system in Heilongjiang soybean production area, which effectively shortens the breeding cycle, improves the breeding efficiency and reduces the breeding cost through breeding big data and artificial intelligence decision-making. In the field of smart animal husbandry, China Unicom helped to build the "Ji Niu Yun" agricultural big data service project in Jilin Province, and through the deep integration of innovative production data, it served the upgrading of beef cattle breeding industry and solved the problem of farmers’ loan difficulty. Completed the census of 3.49 million cattle in Jilin, helped 17,000 farmers to apply for inclusive finance through living mortgage loans, and granted loans of 500 million yuan to open up data links, reconstruct supply chains and upgrade value chains.

Along the border of Yili, Xinjiang, China Unicom has achieved full coverage, with 100% signal coverage in administrative villages and 100% optical fiber coverage; In Shandong, China Unicom used 5G+ microwave technology to open a 5G channel from Yantai to Dalian, which solved the problem that there was no cell phone signal at sea for 150 kilometers. Nowadays, the live broadcast of agricultural products has become an important source of income for local farmers.
